This mean you have no control over the minimum or maximum boost that #1 turbo achieves during spool. The main problem with doing this is that the boost level of the #2 turbo determines when the #1 wastegate opens. Note: WG's are referenced to atmosphere, always, unless a boost controller is in use on the atmosphere side. Remember that T2's compressor housings ambient pressure is the boost pressure from T1, that's what compounding is. Nope, it would give a compound boost of 14psi.
